page 2 and 3 in same paper will cause a page before page 1 in the same paper to be empty, and this serve no purpose. Publisher normally use a paper and not a page to separate acknowledgement from the main story. Also, Leaving a page before page 1 in the same paper makes it uneconomical, wasting 1 more page per book.
